Assessment of the Legal Environment for CSO Financial Sustainability and Philanthropy in Georgia

With the goal of identifying gaps and good practices and improving the legal environment for CSO sustainability, the USAID Civil Society Engagement Program commissioned the assessment of the legal environment for CSO financial sustainability and corporate and individual philanthropy in Georgia.

The assessment was prepared by the International Center for Not-for-Profit Law (ICNL) and the European Center for Not-for-Profit Law (ECNL). The report covers the following themes: general CSO regulation related to donations and income, individual philanthropy, corporate philanthropy, peculiarities of specific fundraising methods, income from economic activities, social entrepreneurship, volunteering, and state funding.

The report describes in detail existing challenges in the legal environment and practice and the ways to address them. It also describes existing opportunities and positive tendencies.
